Shenyang, Day 4: Liaozhong Russia–China Industrial Park

The Eurasian Business Alliance, as part of the Russian delegation, visited the Liaozhong Russia–China Trade and Industrial Park located near Shenyang. The group toured key facilities, including a battery production line and a cosmetics line slated for launch (with Lancôme and Dior already cited among partners).

The park operates on a one-stop basis, allowing residents to handle all practical matters in one place: TIR logistics, project support, company registration, translation services, and more.

After the tour, a roundtable was held to discuss resident operating conditions: the registration process, opening bank accounts, available regimes, and service support.

During the Q&A, Alliance President Andrey Morozov proposed making entry into the park fully transparent and predictable by preparing a step-by-step “roadmap”- a digital guide with clear stages and timelines, responsible contacts, document checklists, and links to forms. Such an onboarding guide would let any interested company see the entire path in advance: from initial application and registration to opening an account, launching logistics (including TIR), and starting production.

On the Chinese side, key officials took part in the discussion, including the CPC Secretary of Liaozhong District, the Head of Liaozhong District, the Deputy Director of the Foreign Affairs Office of the Shenyang Municipal People’s Government, and other officials.

Special praise was given to Ma Shuang, the Alliance’s Chief Representative for the Asia-Pacific Region.

In closing the roundtable, Andrey Morozov emphasized both the businesslike and human tone of the dialogue and made a concrete proposal:
“I knew I had a Chinese family, but over these days it has grown much larger.
I propose that we develop and sign a cooperation agreement between Liaozhong District and the industrial park and the Eurasian Business Alliance. We could sign it at a ceremonial event. This would strengthen our friendly, family-like ties and help attract investment and entrepreneurs to the industrial park.

Takeaway: Day Four became the forum’s practical culmination: ready-to-run production solutions, a one-stop service model, direct dialogue with district leadership, and the Alliance’s proposal to formalize cooperation.
